1. The Islamic Republic of Afghanistan, Ministry of Finance has received has received financing from the World Bank toward the cost of the Fiscal Performance Improvement Support Project (FSP), and intends to apply part of the proceeds toward payments under the contract[1] for Procuring of Complaint Hotline for ACD.
2. The Ministry of Finance now invites sealed Bids from eligible Bidders for and qualified bidders for the above tender.
3. Bidding will be conducted through Open National competitive (NCB) procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from:
Wahidullah Afzali, Procurement Expert/Specialist, 2nd Floor, Procurement Directorate, Ministry of Finance, Pashtoonestan Watt, Kabul, Afghanistan, email: wahidullah.afzali@yahoo.com and inspect the Bidding Documents at the address given below from 8:30 – 15:30 HRS Local Time on any working days from Saturday to Wednesday.
5. Bids must be delivered to the address below: 2nd Floor, Procurement Directorate, Ministry of Finance, Pashtoonestan Watt, and Kabul, Afghanistan on or before July 25 2019 at 10:00 AM- Kabul Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address given above.
7. All bids must be accompanied by a Bid Security of as follow or an equivalent amount in a freely convertible currency. The amount of bid security shall be; AFS 180000 (One hundred and eighty thousand Afghanis (Only Bank Guarantee required)
8. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

[1] Substitute “contracts” where Bids are called concurrently for multiple contracts. Add a new para. 3 and renumber paras 3 - 8 as follows: “Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
