MoF’s and some other State-owned Corporations evaluation carried out

Some other MoF’s State-owned Corporations such as: Ibn Sina Pharmacy, ASRTAS, Central Silo, Mocroryan Preservation & Maintenance, AFSOTR Transportation and Hotels State-owned Corporations have been evaluated comprehensively by a joint committee headed by the special representative of the IEA, Amirul Momineen (May All bless him and protect him), Maulawi Ahmad Jan Bilal; and necessary decisions were taken about them.
Evaluation of Ibn Sina Pharmacy State-owned Corporation
Comprehensive information was given regarding Ibn Sina Pharmacy SOC’s activities, production, financial status, assets and plans. The officials of the Corporation explained that they have 135 pharmacies all over the country, of which 20 pharmacies have been activated after the re-establishment of the IEA and provide services to the citizens, with which they provide employment for hundreds of people.
On behalf of the members of committee necessary recommendations were given to the managers of corporation in the areas of control In order to improve the affairs of the corporation, to better manage the corporation's wide capacity, solve problems with some government bodies, to strengthen relations with reputable foreign companies for investment purposes and moreover to reduce expenses.
Evaluation of ASTRAS State-owned Corporation
A comprehensive assessment of ASTRAS State-owned Corporation was carried out, which included unstable changes in the financial sector and the lack of a clear financial balance. Additionally, long discussions were set on the existing problems in the corporation's statutes. After that the technical members of the committee proposed solutions to these problems.
Evaluation of Mocroryan Preservation & Maintenance State-owned Corporation
Officials of Mocroryan Preservation & Maintenance State Owned Corporation (SOS) provided information about the history, activities, plans and reforms of this SOC after the re-establishment of Islamic Emirate of Afghanistan (IEA). They mentioned that after the restoration of IEA, special attention has been paid to the appointment of professionals, system building and the fight against corruption in this corporation. The lack of a regular financial database, procurement laws and unstable changes in the financial sector are among the problems of the said corporation.
Evaluation of Central Silo State-owned Corporation
With regard to Kabul Central Silo State-owned Corporation (SOC) a comprehensive evaluation was conducted that in the past 20-years the said SOC was neglected. But fortunately, after the re-establishment of the IEA, this corporation started its initial activities again. Now it has come out of a bad financial situation and has signed contracts with various institutions in the relevant field and also provides services at a general level. In terms of profiting from the products of this SOC, the lack of attention of the government agencies was mentioned as a problem, which has negatively affected the production level of the Central Silo. In this regard, the officials of the corporation expressed their confidence that its products are standard, prices are reasonable and all state and private institutions can get advantages form the best quality products and services of the Central Silo and active provincial Siloes.
Evaluation of Agricultural Service & Genetically-modified Seeds State Owned Corporation
At the beginning of the evaluation, complete information was provided about Genetically-modified Seeds State Owned Corporation (SOC) in the form of a presentation and it was noted that the said corporation has active branches in 11 provinces of the country, which provides services about the products and proliferation or reproduction of improved genetically-modified seeds. After the re-establishment of the IEA and with the stability of complete security in the country, the activities of this SOC have been developed, with which the financial situation of the corporation has improved and there has been a significant increase in revenues compared to past.
In addition, 11659 acres (Jiribs) of land related to this corporation in the provinces were recovered from expropriation, the financial balance of the year 1401 (Hijri) was arranged, the technical and professional capacity was increased, the plan of development and reproduction of genetically-modified seeds was provided in four different parts. It has been prepared that by implementing of this plan, the company's services will be further developed and it will provide the best services to the citizens in the relevant field.
In the end, the technical members of the committee gave important ideas and suggestions all about the problems facing this SOC, attracting investment, strengthening good relations with private corporations and for the betterment of corporation's activities in order to find out solutions.
Evaluation of Hotels State-owned Corporation
Based on the guidance of H.H. Amirul Momineen, the officials of the Hotels State-owned Corporation (SOC) gave an informative presentation to the members of the joint committee about the corporation's identity, history, activities, financial status, and plans. Moreover, the existing problems were also mentioned that may occur in front of Hotels SOC’s plan implementation, and with this regard the technical members of the committee gave suggestions intending to find out solutions.
Evaluation of AFSOTR State-owned Corporation
General information about AFSOTR State-owned Corporation (SOC) was presented; the managers of this SOC revealed that after the restoration of the IEA its activities have improved. A number of new vehicles have been bought and repaired the old vehicles, recovered some seized land and property, and the income level has also increased. Furthermore, the officials of the corporation explained that connecting the north of the country with the south and providing the best transport services at the regional level are important plans that will help the SOC to achieve its goals by solving the problems facing the corporation. Getting back hundreds of confiscated properties, obtaining Loans from a number of state and private institutions, purchasing new vehicles, issuing visas on time, and arranging meetings with domestic and foreign shareholders were all recognized as problems and suggestions of said corporation. In an effort to solve it, appropriate solutions were proposed by the technical members of the committee.
